5. I should be glad if I might be informed of our attitude towards the question of rendition of leased territory of Kowloon referred to in paragraph 3 above. Mr. Willkie in the course of his farewell statement issued to the press here on October 7th declared, "we believe that this war must mean an end to the Empire of Nations over other nations. No foot of Chinese soil for example should be or can be ruled from now on except by the people who live on it and we must say so now and not after the war".
